Fixed issue with invalid use of PHP short tags in  new editable layout for

Fixed issue where you cannot disable some non core arkeditor plugins
Force our Mysql tables to use the InnoDB storage engine and use UTF8
collation by default. This should ensure no collation issues occur 
when the server/database default collation differs from Joomla's database
New feature: Added support for Content construction Kit and third party 
components by delveloping an inline framework that will allow developers to 
create hooks for their extensions to allow them to switch on inline editing 
for their components. Documentation for developers for this feature will
shortly be available.
New feature: Added new configuration toggle option for editble titles for
custom HTML modules.This option is now separated from the editable title 
toggle option for article titles.This option will default to false. 
So inline editable modules titles will be turned off by default.
Fixed issue Google chrome lossing focus when editing images inline
Fixed issue with Internet Explorer throwing exceptions in inline editing on 
the blur event.

Ark Editor Basic RC9 Release Candidate
Fixed issue for inline editing caused by surplus ACL check in system 
plugin because we could not check pemissions on the item level at this 
stage only the global component permissons.
Resoved issue in IE where upon opening the ARK Media Manager
with SEF turned on: The URL was not being resolved resulting
in page not found.
Regression issue fixed: Article filtering to stop the editor
loading up on articles in inline mode using special plugin code 
was broken by a prior fix. 
Added fix to ensure the editor's option 'Process HTML Entities'
is set to 'No' by default.

Fix for Firefox quirk when positioning context menus:

modified before content plugins using that event could get the data.

The inline toolbar button now changes colour: blue for active and greyed out for inactive.
